Rosie O'donnell and Donald Trump have a long-standing nasty relationship and she has moved to Ireland and is applying for citizenship there. The conceit of the joke is that Ireland hates her as much as Trump does (not true by the way).
 
In this case I do not understand the cartoon, esp. the phrase: "until we agree to take Rosie back".
I finally figured out the joke. TV creature Trump created a fake feud with TV comedienne Rosie O'Donnell who is presumably of Irish extraction. I guess she moved to Ireland?

So, the Irish Republic imposes tariffs on USA until Trump agrees to take Rosie back (to America)?

FTR I do not follow TV shows but WaPo and NYT love celebrity gossip.
