I can think of several obvious reasons

1. The house has the vote, but it will die in the senate and Trump will say "he tried"
2. The house has the vote, it will pass senate, he'll sign, but everything will be redacted as it's again an on going investigation
3. The house... senate... he signs... be he had evidence destroyed already and he'll claim hoax
4. The house... senate... he signs... there is more on Trump, but no escalation, so he thinks he can survive and claim hoax
5. The house... senate... he signs... and there actually isn't anything damaging left, he's been playing 4d chess and plays the vindication role.

I think in no circumstance will Trump ever allow the release of the actual entirely of files if it harms his power. Evil never surrenders.
