Yes, but that would be an invention. Schwachkopf is a standard insult for people who are very dumb or behave that way. I guess the point is that only two letters changed. E.g., liar would also be an insult, but that requires a minimum of smartness; Schwachkopf does not, aka not even worth a better insult.
