They had expected to talk about important areas of collaboration, such as infrastructure, democracy, security, and economic development, but his goal was to strengthen ties with these nations to negotiate agreements to gain access to resources in those countries. I do not know how successful that was considering the denigrating nature of the meeting and the dismantling of USAID that these countries had been depending on.
I believe any previous president would have met with each individually, having been briefed on the general history and issues of the country and our relationship with it. They would have greeted them by name with a suitable welcoming remark. The time set aside would have been open-ended so as not to rush and give ample time to discuss the agenda.
